Competent Authorities Directory
Directory of national authorities responsible for waste shipment notifications and regulatory oversight across EU Member States.
Each EU Member State designates one or more competent authorities to implement the Waste Shipment Regulation. These authorities receive notifications, coordinate with other Member States, issue consent or objection decisions, and supervise compliance. Country-specific contact details, official websites, and notification portals are maintained by the respective national authorities.
Finding the competent authority
The competent authority depends on the country of export, country of destination, and any transit countries. For shipments involving more than one Member State, the notifier must engage with the competent authority of destination and send copies to the competent authority of export and to the competent authorities of transit countries.
- By country — Use the EU Member State pages for links to national authorities, official websites, and procedural notes for each country.
- Official sources — See Official Regulatory Sources for direct links to selected environmental ministries and competent authorities (e.g. France, Germany, Netherlands, Italy, Spain).
Typical roles
Competent authorities are typically:
- National or regional environment ministries or agencies
- Dedicated waste or circular economy departments
- Inspectorates or bodies responsible for enforcement
Operators should confirm the designated authority and submission procedures with the relevant Member State before submitting a notification.
