Shipment Procedures Overview

Overview of regulatory procedures governing notified waste shipments and green-listed waste shipments under EU legislation.

EU waste shipment regulation distinguishes between two main procedural streams depending on the classification of the waste and the type of operation (recovery or disposal).

Notification procedure

The notification procedure applies to waste that requires prior written notification and consent before shipment may take place. This includes in particular:

  • Waste listed in Annex IV to Regulation (EU) 2024/1157 (e.g. certain non-green-listed waste).
  • Shipments destined for disposal.
  • Shipments that do not qualify for the green-list (Annex III) procedure.

The notifier submits a notification dossier to the competent authority of destination and sends copies to the competent authority of export and to the competent authorities of any transit countries. Consent from all relevant authorities is required before shipment may begin. From 21 May 2026, submission and exchange of notifications and decisions are carried out electronically via DIWASS or interconnected systems. Movement documents and facility reception and completion certificates track each shipment under an approved notification.

Annex VII procedure

The Annex VII procedure applies to green-listed waste intended for recovery. Such waste is listed in Annex III to the regulation. Operators must complete an Annex VII document that accompanies the shipment. No prior notification or consent is required, but the document must be created and, from 21 May 2026, transmitted electronically via DIWASS or interconnected systems. Reception and completion at the recovery facility are recorded in the system.
