EU Waste Shipment Regulation

Legal framework
Transboundary waste shipments in the European Union are governed by Regulation (EU) 2024/1157 of the European Parliament and of the Council of 11 April 2024 on shipments of waste. The regulation repeals and replaces Regulation (EC) 1013/2006 and introduces mandatory electronic procedures for notification, consent, movement documents, and Annex VII documentation.
Key elements include:
- Notification procedure — Prior written notification and consent for waste subject to Annex IV (e.g. certain non-green-listed waste and shipments to disposal).
- Annex VII procedure — Simplified documentation for green-listed waste intended for recovery.
- Electronic exchange — From 21 May 2026, documentation must be transmitted electronically via the Digital Waste Shipment System (DIWASS) or interconnected national or commercial systems.
- Competent authorities — Designated authorities in each Member State supervise notifications, issue decisions, and enforce the regulation.
