DIWASS Glossary

This glossary explains the key concepts and terminology used in DIWASS (Digital Information System for Waste Shipments).

DIWASS supports the digital exchange of documentation required under the EU Waste Shipment Regulation for transboundary waste shipments.

The terms below describe the documents, roles, and processes used when submitting notifications, movement documents, and Annex VII documents through DIWASS.


DIWASS

The Digital Information System for Waste Shipments. An EU platform used for exchanging digital documentation related to transboundary waste shipments between operators and competent authorities.


Competent Authority

A government authority responsible for regulating waste shipments in a specific country or region.

Competent authorities review notifications, issue decisions, and may request additional information before approving waste shipments.


Notification

A formal procedure used for notified waste shipments (typically orange-listed waste).

A notification must be submitted to all relevant competent authorities before shipments can begin.

Notifications contain detailed information about:

  • waste classification
  • shipment quantities
  • shipment period
  • involved operators
  • treatment facilities

Notification Decision

A decision issued by a competent authority regarding a notification.

Typical decision types include:

  • consent
  • consent with conditions
  • objection

Request for Information (RFI)

A request issued by a competent authority asking the notifier to provide additional information related to a notification.

Shipments cannot proceed until the requested information is submitted and reviewed.


Movement Document

A document created for each shipment that takes place under an approved notification.

Movement documents track:

  • shipment date
  • carrier information
  • shipment quantities
  • treatment confirmation

Carrier Transfer

A record of a transfer between carriers during transportation of a waste shipment.

Multiple carrier transfers may occur during long-distance shipments.


Consignee Reception Certificate

A certificate confirming that the consignee has received the waste shipment at the destination.

This document is submitted by the receiving operator.


Facility Reception Certificate

A certificate issued by the recovery or disposal facility confirming:

  • waste reception
  • accepted quantities
  • classification verification

Facility Completion Certificate

A document confirming that waste treatment has been completed.

This typically marks the end of the movement lifecycle.


Annex VII

A simplified procedure used for green-listed waste shipments.

Instead of a full notification procedure, operators must submit an Annex VII document prior to shipment.

Annex VII shipments generally involve recyclable waste with lower environmental risk.


Annex VII Document

The document used to track shipments under the Annex VII procedure.

It contains information about:

  • shipment arranger
  • waste description
  • quantities
  • destination facility

Shipment Arranger

The entity responsible for organizing a shipment under Annex VII procedures.

This may be:

  • the waste producer
  • a collector
  • a broker

Pre-Consented Facility

A recovery facility that has received standing consent from competent authorities to receive certain waste types.

Using pre-consented facilities can simplify and accelerate notification procedures.


Attachment

Supporting documents uploaded to DIWASS and linked to notifications or movement documents.

Typical attachment types include:

  • facility permits
  • laboratory analyses
  • contracts
  • transport documentation

Signal

An event recorded in DIWASS indicating that a shipment lifecycle milestone has occurred.

Examples include:

  • shipment properly completed
  • shipment properly carried out
  • document cancellation
